2. Will a permanent ICC be an improvement on ad hoc war crimes tribunals? Why or why not?
3. Who should be held primarily responsible for war crimes and gross violations of human rights? ... those individuals primarily responsible for orchestrating and instigating these crimes? ... or the individuals who directly perpetrate the violence?
4. If high officials responsible for planning genocide and war crimes are not held accountable, is it just to prosecute those lower-level officials and citizens who directly perpetrated these crimes?
5. In cases where potential conflict between peace and justice exist, which of these goals should have a higher priority?
