Here is a great discussion starter to use with the staff at your organization.
You are new in a position that requires a large amount of travel, many times by rental car. One of your peers informs you that he has been renting cars for travel, but instead of turning in the expense of the rental, he is turning in expenses for mileage for a personal vehicle instead. By doing this he "earns" money on some of his higher mileage trips. He explains that turning in mileage is standard practice and that it is a legitimate expense. He encourages you to do the same thing to "reward" you for a much higher travel load than others.
