President David
Maxwell published
a response to an article by June Phillips in The Modern Language Journal in which
she provided an overview of foreign language
education policies in the last decade. Dr. Maxwell's response, titled "The
Leadership Vacuum," appeared in the Perspectives section of the Winter 2003
edition of the journal. He identified three troublesome themes that emerge when
examining the relationship between policy at various levels and the behavior
of the foreign language profession (and its various organizations) in the last
decade. The themes are: (1) Foreign language is an afterthought in most policy
making; (2) There are disconnects at almost every level; and (3) The profession
has a history of responding to policy initiatives, rather than taking a leadership
role.
